Dr Robert Dewar

Dr Dewar has two professional specialisms; primarily, he designs, develops and deploys high-level, immersive non-technical cyber security simulations. In these simulations, Robert focuses on the socio-economic, geo-political and strategic aspects of cyber security incidents and opportunities, rather than the technical aspects of security breaches.

Robert also conducts research into cyber security policy and strategy, cyber defence and pedagogical approaches to the teaching of cyber security principles. He has conducted and published research for the UN, the Swiss government, ETH Zurich, SNV Berlin and the private sector.

Prior to joining the SBRC Robert was Head of Cyber Security at the Geneva Centre for Security Policy. At the GCSP he designed and conducted executive education courses on cyber security and defence, the European Union and international relations as well as developing new pedagogical approaches to the teaching of cyber security.

"An International Geneva Convention in Cyber Space? - Challenges, obstacles and possibilities"

This session will critically examine the concept and potential of a “Geneva Convention” for cyberspace. While such a development is laudable and has been proposed and promoted by major players from both the public and private sectors, there are key challenges such a a concept faces. The nature of cyberspace, enforcement of a convention regime and agreements on basic concepts are just a few. This session will unpack those challenges.
